By removing the waste, not the work. In a normal project, engineers spend a large share of their time re-explaining the same context, re-deciding things already decided, and rewriting boilerplate. CARE puts the context, the rules and the decisions into 14 files that both the engineers and the AI read at the start of every session. Nothing is re-learned, nothing drifts, and the code that gets generated is right the first time far more often. The design, testing and go-live work still take the time they take.
Judgement, and accountability. AI is very good at producing code and very bad at deciding what should be built, spotting what will break under real load, and knowing which of your regulator's rules apply.
