Traditional hour-based estimates are broken, but why? That understanding provides a foundation for what comes next in modern estimation.
Productivity amongst individuals varies wildly. A senior developer may accomplish in 4 hours what a junior developer needs 20 to finish. Such disparities between teams cause perpetual friction when estimating by hours – do we estimate hours in senior-level or junior-level skills? Time-based estimation promotes awkward conversations about individual availability that harm team cohesion.
Exactness results in false certainty. Saying “this feature will take 47.5 hours” is a level of precision that just doesn’t exist in the inherently uncertain world of software development. Clients treat precise estimates as commitments, and expectations are set accordingly, even if reality rarely complies. The precision paradox: More precise estimates feel more reliable (even though they are equally uncertain), which causes less reliable estimates to bring broken promises and damaged relationships.
Estimates turn into quotas. Once you start estimating hours, those hours become targets, and developers feel pressured to meet those, regardless of the actual complexity of the work. It puts pressure to cut corners, not to test, and add tech debt to “hit the estimate” even when the estimate is wrong!
Context switching isn’t factored in. Initial sprints show volatile velocity. Sprint 1 might produce 22 points, Sprint 2 produces 28, and Sprint 3 produces 32 – this variability is due to the learning process as the teams fine-tune their estimates, calibration, and discover their real capacity.
Velocity is stable around sprint 3-5. Usually, velocity converges within a band of 10-15% by the 4th or 5th sprint. It’s not unusual for teams to deliver a consistent 38 to 43 points and average 40 points per sprint, for that matter.
Velocity per person is normalized. When you divide total velocity by team size, you get a useful per-person metric for comparing to when team size varies. When a six-person team increases to eight, if the original team found current velocity to be 42 points (7 points per person), project initial velocity around 48-56 points as new members ramp up to the 7-point average.
Velocity allows you to make predictions. With a steady 40-point velocity, a 200-point backlog would take 5 sprints. A product roadmap with 500 points requires 12-13 sprints. These projections presume the team membership remains constant and no major disruptions arise.
Velocity is descriptive, not directive. Making velocity a success metric to maximize leads to dysfunction – teams pad estimates or forgo quality practices in the name of “velocity.” Velocity reflects what is possible; it should not govern what is done. A team with a steady 35-point velocity with quality software delivery is better than a team “getting” 60-point velocity through bad code that needs to be rewritten constantly.
Converting points to hours undermines the process. Some teams estimate in points, then multiply by hours per point to derive hour estimates. This brings back all the problems of story points, plus adds conversion overhead. When you want hour estimates, go with the three-point estimation below instead.
Comparing velocity between teams creates toxicity. Team A’s 50-point velocity is “not better” than Team B’s 35-point velocity—it’s just not comparable. Different teams, codebases, and stories make cross-team velocity comparison useless.
Fractional points provide false precision, added complexity, and no value. Other teams are doing half-point increments (0.5, 1.5, 2.5, and so on) because they think it makes the estimates more precise. Optimistic estimate (O): All goes well in this best-case scenario—APIs behave exactly as documented, no surprises pop up, testing unearths a few bugs, and the team remains laser-focused. This is approximately the 10th percentile result—reality will be better than this estimate 10% of the time.
Most likely estimate (M): The most realistic expectation for the amount of work involved based on experience from teams performing similar work and known level of interruptions compounded by a reasonable expectation for normal complications. This represents the 50th percentile outcome—reality will be faster half of the time, and slower half of the time.
Pessimistic estimate (P): Worst-case scenario, Murphy’s Law is in full effect: third-party APIs are intermittently down, new browser bugs are found, essential team members fall ill, and everything takes way longer than anticipated. This is approximately the 90th percentile result—reality will be worse than this estimate 10% of the time.
The magic of the three-point estimation is in a distributional formula that applies a weighting to these three values to calculate an expected duration that considers the natural optimism bias in planning.
The Program Evaluation and Review Technique (PERT) is used to estimate the expected time duration by considering the most probable time:

This weighted average reflects that the most likely outcome is considered to happen, whereas the best and worst cases are tails of the distribution.

Present range, not point estimate. Communicate estimates as ranges: “This project will take 85-95 days at 95% confidence with an expected duration of 90 days.” This visibility better manages the stakeholder expectations than false precision.
Visibility into risk. Standard deviation can be used to identify high-risk work with large pessimistic and optimistic ranges. These activities require additional focus, contingency, or prototyping to mitigate uncertainty.
Realistic planning. Adding a 50% padding to estimates seems like an arbitrary number, but the statistically calculated confidence intervals provide a justified padding. Stakeholders are more willing to buy into a “95% confidence range” than “I added a 50% padding”.
Better communication. Ranges do not attempt to hide the inherent uncertainty, pretending to know how precise they are. That honesty engenders trust with stakeholders who enjoy enough blown deadlines to value transparent probability.
Higher-quality decisions. When you see a task that has a pessimistic estimate so much higher than the most likely guess, this is a signal that you may want to clarify the requirements, do some technical prototyping, or explore other options prior to investing resources in it.
Even the best estimates are subject to the vagaries of unforeseen problems and delays, which cost both time and money. Strategic risk buffers add cushion to absorb shocks without derailing projects.

This may seem like overkill, but research shows it corresponds with what happens on high-risk projects much better than taking estimates at face value.
Even the best initial estimates become stale when the scope changes. Disciplined change control processes prevent chaos and allow for legitimate needs.

Scope creep is a timeline killer. Instead, speak to business value, user outcomes, or technical necessity, not “I need this feature.” Instead, consider the business value, outcomes for users, or technical need, rather than “I want this feature.” This changes the focus of assessment to impact, away from being based on preferences.
Allocate capacity for changes. Realistic projects anticipate 10 to 20 percent of their effort used for in-sprint changes and refinements. Don’t push the sprint to 100% capacity; leave a buffer for uncertainties.
Monitor shift trends. It’s also useful to know if one stakeholder is driving 60% of the changes, or if a particular feature is generating an unusual amount of changes; these are indications that there are problems with the requirements that may warrant further analysis.
